Oregon Homebuying Programs for First Responders (2026)

If you serve your community as a first responder, you have earned a home that works as hard as you do. Oregon offers several state-run homebuying programs that can help, and this guide walks through them in plain language, with sources. Nothing here is a promise, and eligibility always comes down to current rules, so treat this as a starting point rather than the final word.

Oregon's Down Payment Assistance Program

Oregon Housing and Community Services (OHCS) administers a Down Payment Assistance program that can provide up to $60,000, or 20% of the purchase price, whichever is less, with 25% of the funds reserved for Oregon veterans (source: OHCS program summary via RefiGuide, January 2026).

Down payment assistance like this is designed for buyers who have steady income but not a huge stack of cash saved up. The assistance is typically paired with a qualifying first mortgage, and the program often includes a homebuyer education requirement, which is a good thing. It means you will understand the process before you commit.

Flex Lending and the NextStep Program

Beyond direct down payment assistance, OHCS also offers Flex Lending. It pairs a fixed-rate first mortgage with a second mortgage for down payment assistance of 4% or 5% of the loan, which can cover up to 100% of the cash needed to close (sources: oregon.gov/ohcs and The Mortgage Reports, May 2026).

The NextStep program, which is part of the same family of options, had an applicant income limit of $125,000 statewide as of May 2026 (sources: oregon.gov/ohcs and The Mortgage Reports, May 2026).

For a first responder, the practical effect of these programs can be significant: a smaller down payment, assistance toward closing costs, or both, depending on your situation and current eligibility.

Why First Responders Should Pay Attention

I have lived the demands, the schedules, and the sacrifices of public service, and I know that homebuying looks different when you work shift work. Viewings happen at odd hours, your paycheck structure can be unusual, and you deserve a process that meets you where you are.

Two things often matter most for first responders in Oregon:

  • If you are a veteran, programs like the 25% veteran set-aside in OHCS Down Payment Assistance and VA loans can make a real difference, often with no down payment at all.
  • If you are active in the field, your income may qualify for these state programs even when you assumed you made too much, or too little. The only way to know is to check.

How to Explore These Programs

Here is a simple, no-pressure way to approach it:

  1. Check current eligibility. Programs, income limits, and fund availability change. Confirm the latest details directly with OHCS at oregon.gov/ohcs or with a participating lender.
  2. Take the homebuyer education class if required. Most of my clients say it builds real confidence.
  3. Talk with a lender who knows Oregon programs. My financing guide explains what lenders look for and how pre-approval works.
  4. Read through the buying guide for the full step-by-step picture of buying in Oregon.

A No-Pressure Invitation

These programs are resources to explore, not pressure to act. If you would like help understanding which ones might fit your situation, or just want to talk through what homebuying could look like for you, I would be honored to help. Reach out to me anytime with questions, and we will take it one step at a time.
